Do you offer performance upgrades for vehicles and want to obtain a parts certificate or even a customised individual approval? Perhaps your aim is even to obtain an ABE?
Do you offer a downpipe or exhaust system and want to market it with EG/ECE type approval?
Depending on the type of conversion measure, such as chip tuning or turbo conversion, the vehicle type and year of manufacture, different requirements and conditions apply. As a rule, tests to prove the functionality of the emission reduction systems are necessary in combination with a maximum speed determination and power measurement. VdTÜV leaflet 751 offers a broad basis of testing options and is recognized as the state of the art for many conversion measures.

However, the leaflet only provides guidance and not a binding legal framework. From 01.01.2022, the test requirements were published as a traffic bulletin in order to create a uniform, legally binding framework throughout Germany. This mainly affects vehicles with the emission classes "Euro 6d-Temp, "Euro 6d" and all newer classes with "Euro 6e" as well as the following classes thereafter.

What does that mean for you?

The traffic bulletin refers to the update of the WLTP (laboratory emission test) and RDE (road traffic emission test) test regulations. The regulations applicable at the time of initial registration, including the mandatory retrofitting regulations, are decisive. Furthermore, the scope is limited to the vehicle types with the classes M1, M1-G and N1, N1-G as well as the amount of the maximum performance increase of 20% (factor 1.2).

The examinations include:

  • Determination of engine power and engine torque
    • Engine performance measurement on the engine test bench in accordance with UN Regulation No. 85 (R85) alternatively
    • Engine performance measurement on the vehicle chassis dynamometer based on R85
  • Testing the emissions
    • Exhaust gas behavior according to Regulation (EC) 715/2007 in combination with Regulation (EU) 2017/1151 Type 1 test
    • RDE emissions test type 1A according to Regulation (EU) 2017/1151
    • Spot check of the on-board diagnostics (OBD) on at least 2 relevant components
    • Type 2 idling and increased idling test
    • Test type 5 durability
  • Testing the noise level
  • Determination of the maximum speed in accordance with UN Regulation No. 68 (R68)
  • Checking the brake system
  • Testing of radio interference suppression and electromagnetic compatibility
  • Testing and suitability of tires
  • Driver testing over an appropriate driving distance under normal operating conditions
  • Checking the suitability of the speedometer
  • Permissible trailer load (reduce or delete for temperature reasons)
  • Testing the assistance systems
  • Measure against manipulation
  • Externally rechargeable hybrid electric vehicles (PHEV/plug-in hybrids) must not fall below the legally prescribed minimum range (EMOG). Proof must be provided.
  • Hybrid electric vehicles that cannot be charged externally must not fall below the legally prescribed minimum range (EMOG). Proof must be provided.
  • COP Guarantee of conformity of production by the licensee
  • ISC In Service Conformity Type 1 and RDE depending on quantity
